Learned Counsel submits that proposal forwarded by the Management seeking approval to the appointment of Petitioner was returned back because of deficiencies. The Management has cleared the deficiencies and has resubmitted the proposal on 25/1/2022 to the Education Officer.

We have heard the learned AGP.

If fresh proposal clearing all the deficiencies(page 29) is submitted and is pending with the Education Officer, then the Talwalkar
