The learned counsel for the Petitioners submits that Petitioners are still in service. The Petitioners seek benefit of time bound promotional scheme after completion of 12 years of service. According to the learned counsel for the Petitioners, Petitioners are entitled for selection grade after completion of 12 years of service. The Petitioners are working in Junior College. In light of that, it will be Deputy Director of Education who would be competent to consider the said grievance. Petitioners may make representation with the Deputy Director of Education (Respondent no.3).

Deputy Director of Education shall consider the case of the Petitioner and take decision upon the claim of the Petitioner for grant of Senior scale expeditiously preferably within four months from the date the representation is made by the Petitioner. In case the Respondent no.3 finds it appropriate, Respondent no.3 may also seek say of the management. Deputy Director of Education shall consider the efficacy of the Part Time service 2/3

rendered by the Petitioner.

Writ Petitions are disposed of. No costs.
