The impugned order is capable of being challenged before the State Government by way of second appeal. Therefore, the writ petition is disposed of by granting liberty to the petitioner to approach the State Government by way of an appeal. 2.

However, it is made clear that the period of pendency of the present writ petition shall be excluded while considering the point of limitation in filing second appeal.
