The petitioner has challenged a communication dated 18.5.2018 issued by the Hindustan Petroleum Corporation Limited ('HPCL' for short). The petitioner's challenge arises in the following background:

The petitioner had applied for being granted dealership for the distribution of petroleum products for which the advertisement was issued by the HPCL in the year 2011. The petitioner had applied in Women Handicapped category. According to her, she had fulfilled all the requirements of the Oil company for being

wp.10577.2018_32.doc granted the distributorship. For a long time, she did not get any response. She thereupon made representations. Finally, she received the impugned communication dated 18.5.2018 conveying that the Corporation had decided to cancel the entire process. This was also conveyed to her under letter dated 23.3.2015. 2.

Learned Counsel for the Petitioner submitted that the petitioner had never received the said letter dated 23.3.2015. In any case, she was an eligible candidate. She ought to have been awarded the distributorship.

In our opinion, there is no possibility of directing the respondents to grant the distributorship to the petitioner. The respondents did not complete the process for their internal reasons. This is not a case where pursuant to the advertisement, distributorships were awarded and that the petitioner was illegally left out.
