The main relief sought for in this PIL Petition is for direction to the Respondents-Authorities to conduct an inquiry against the Respondent No.4-Tahsildar, Shahuwadi. We have perused the document at page 22 of the PIL Petition. The said document reveals that in a span of 12 days, 21 N.A. permissions are granted by the Respondent No.4. This Petition is of the year 2015.

With the assistance of the learned A.G.P. we have gone through the memo of the Petition.

The Petitioner is a Social Worker and is associated with International Human Rights Association and its District Wing at Kolhapur. It is the case of the Petitioner that about 15 to 25 different no objection certificates (N.O.C.) from different departments of the Government are necessary to process the application for N.A.. The power to grant N.A. permission is with the Collector. However such powers are delegated to Sub-Divisional Officer and Tahsildar. The Petitioner is aggrieved by the manner in which the N.A. permissions are granted. 4.

In our opinion, it is for the District Collector to look into the grievance raised in this PIL Petition considering the representation, which has been made by the Petitioner.

The District Collector, Kolhapur is requested to treat this PIL Petition as representation by the Petitioner and look into the issues raised. The grievance of the Petitioner be taken to its logical conclusion in accordance with law as expeditiously as possible. 6.

Learned A.G.P. to inform the District Collector, Kolhapur about the present order.
