3] The learned counsel for the petitioner points out a Circular dated 2 December 2015 which states that since the Legislative Assembly is in Session at Nagpur and the concerned Ministers, who are the Authorities to take up revision applications are not available at Mumbai, even the filing of the revision applications must be at Nagpur. Prima facie, such a direction cannot be issued in the matters of filing of revision applications. Revision applications have to be filed in the Office / Secretariat of the concerned Minister. 1/2
skc P10-WP-10701-15 Parties, particularly in matters under the Maharashtra Land Revenue Code or the Agricultural Tenancy Acts or Legislations of similar nature, cannot be expected to travel to Nagpur for the purposes of even lodging the revision applications or appeals. Accordingly, it is directed that the revision application of the petitioner be accepted in the Office / Secretariat of the concerned Minister at Mumbai itself.
