The order of blacklisting was passed without hearing the Petitioner and in breach of the principles of natural justice. 3.

Learned Counsel for the Respondent-Corporation fairly states that due opportunity of hearing will be given to the Petitioner. The impugned order shall be treated as a show-cause notice to the Petitioner.

The Petitioner shall appear on 10th December 2025 before Respondent No. 2 - the City Engineer, Kolhapur Municipal Corporation. 5.

An additional aidavit-in-reply or representation, if any, may be iled on or before 9th December 2025. After hearing the Petitioner, Respondent No. 2 shall pass an appropriate order in accordance with law.

Learned Counsel for the Petitioner, on instructions, assures the Court that the Petitioner shall remain present on 10th December 2025 and shall co-operate with Respondent No. 2 during the hearing. 7.
