We have heard Mr. Bhavake, learned Counsel for the Petitioner and Mr. A. P. Vanarse, AGP for the Respondent-State. 2.

Learned Counsel for the Petitioner submits that the Petitioner was appointed as a Laboratory Assistant in Respondent No. 7-School on 24th June 2019. It is further submitted that Respondent No. 5Education Oicer (Secondary), Zilla Parishad, Kolhapur, by order dated 21st May 2025, granted individual approval to the Petitioner's appointment.

The record indicates that on 28th May 2025, Respondent No. 5Education Oicer forwarded a proposal to Respondent No. 4-Deputy Director of Education seeking inclusion of the Petitioner's name in the Shalarth system and issuance of a Shalarth ID. However, till date, Respondent No. 4-Deputy Director has not issued the Petitioner's Shalarth ID.

Mr. Bhavake, learned Counsel for the Petitioner, submitted that it is now well-settled law that once the Education Oicer has granted approval to an appointment, it is the duty of the Deputy Director of Education to include the name of the candidate in the Shalarth system and to issue a Shalarth ID to such candidate. 5.

Mr. Bhavake, learned Counsel for the Petitioner, would rely on the order dated 15th October 2025 passed by this Court in the case of Jyoti Jaysing Gavade @ Jyoti Sujitkumar Gadade & Ors. vs. The State of Maharashtra & Ors., in Writ Petition No. 10448 of 2025. The relevant portion of the order reads as under: "3. Record indicates that the approval for the appointment of the Petitioner No.1 is already granted and the proposal for inclusion of name of the Petitioner No.1 in Shalarth system has been already submitted on 27th January 2024.

In view thereof, the Deputy Director is directed to include the name of the Petitioner No.1 in Shalarth system and issue Shalarth ID within a period of six weeks from today. 5.

Petition is disposed of."

Learned Assistant Government Pleader (AGP) would fairly concede that the Petitioner's appointment has been duly approved by the Education Oicer, and that the proposal for inclusion of the Petitioner in the Shalarth system and issuance of the Shalarth ID is indeed pending before the Deputy Director of Education. 7.

In view of the facts stated above, Respondent No. 4 - the Deputy Director of Education, Kolhapur Region, Kolhapur - is hereby directed to include the name of the Petitioner in the Shalarth system and to issue the Shalarth ID to the Petitioner within a period of eight weeks from the date of receipt of this order.
