The impugned Order blacklisting the Petitioner has been passed in breach of the principles of natural justice. Though, an attempt was made by Mr. Vishwanath Patil, learned counsel for the Respondents-Corporation to defend the order, we are more than satisfied that the principles of natural justice ought to have been followed and appropriate opportunity should have been given to the Petitioner in the facts and circumstances of osk 1 of

948-Wp-12488-2025.doc the present case, as stated in the Memo of Petition and in the light of the submissions made by the learned counsel for the Petitioner. The impugned Order dated 7th August 2025 passed by the Respondent No.3 is therefore quashed and set-aside.

It is open for the Respondents to issue show cause notice to the Petitioner calling upon an explanation before passing any order. 3.

It is made clear that we have not made any observations on merits of the Petition.
