Mr.Sutar, learned advocate for the petitioners, after arguing for some time, seeks leave to withdraw the petition with liberty to file a representation before the respondent no.3­Chief Officer of Zilla Parishad, Kolhapur regarding grievance raised in this petition. Leave with liberty, as prayed for, is granted. The petition is dismissed as withdrawn.

In the event petitioner makes such a representation on or before 1st March 2018, the respondent no.3 Chief Officer of Kolhapur Zilla Parishad shall decide the same independently on its own merits and in accordance with law as expeditiously as possible and within a period of four weeks from the date of receipt of representation.

It is also made clear that this order should not be construed as an expression of opinion and said representation, if filed, be decided on its own merits and in accordance with law. All contentions of the parties are kept open.
