Heard the learned counsel for the petitioner. Before approaching this Court with a prayer for issuing a writ of mandamus, the petitioner has not even made an application for grant of refund. Only on this ground, we decline to entertain this petition under Article 226 of the Constitution of India. Writ petition is disposed of.

However, if application for refund is made by the petitioner, the same shall be expeditiously decided in accordance with law. All contentions on
