Prayer: Writ Petition is filed under Section 226 of the Constitution of India for issue of Writ of Certiorarified Mandamus, to call for the records on the file of 3rd respondent in letter NO.CRIF/2025-26/JDO, dated 31.12.2025 and quash the same and consequently direct the 2nd respondent to admit the petitioner concern to the tender process. This writ petition has been filed for the following relief: "to call for the records on the file of 3rd respondent in letter NO.CRIF/2025-26/JDO, dated 31.12.2025 and quash the same and consequently direct the 2nd respondent to admit the petitioner concern to the tender process."
2. The case of the petitioner is that their request for work certificate and work site inspection was not issued on account of the fact that the plants and machineries which were found on site had the following deficiencies:
"1.The Registration Certificate for Water Tanker, Road roller and Paver finisher is not provided.
2. The Fitness certificate for tippers is not provided.
3. Water tanker fabrication invoice is provided, wherein the document showing the water tanker fixed 3/7
vehicle is not enclosed.
4. The GST invoice for emulsion sprayer and water tanker with sprinkler and oil engine is not enclosed.
3. These deficiencies had been addressed by the petitioner by submitting documents under a cover of letter dated 31.12.2025.
4. Therefore, the respondents shall consider the petitioner's bid along with the said documents that are now been submitted and pass orders following due process of law.
5. Considering the fact that the bid is proposed to opened today, i.e., on 05.01.2026, though the petitioner has already submitted the documents, in order to avoid any kind of confusion the petitioner shall submit the documents today. It is made clear that the petitioner shall submit only the documents which are already submitted by them and no new documents shall be included.

6. The parties shall not await certified copy of this order as the order is pronounced in the presence of the learned Additional Government Pleader and the 3rd respondent herein.
7. With the above observation and direction, this writ petition is disposed of. Consequently, the connected miscellaneous petitions are closed. No costs.
