Prayer : Writ Petition is filed under Article 226 of the Constitution of India praying for issuance of Writ of Mandamus directing the 2nd Respondent to consider petitioner representation dated 29.11.2025 to issue no objection certificate and consequently direct the 3rd Respondent to issue patta in favour of the petitioner for the property situated at plot No.75, in Survey No.274/4, VGP Dr. Seethapathy Nagar Extension, Velachery Village, Chennai. ORDER
The petitioner asserts ownership over plot no.75 in S.No.274/4 under sale deed dated 27.01.1991 bearing document no.1204/1991. He further asserts that he is in physical possession of the property and has been remitting property taxes till date. Upon applying for a patta in respect of the property, it is stated that the request was not accepted on the ground that the revenue records stand in the name of the Government. After submitting a representation dated 29.11.2025 seeking no objection from the second respondent, the present writ petition has been filed.
2. Mr.Abishek Murthy, learned Government Advocate, accepts notice for all the respondents. He submits that the jurisdictional Assistant Commissioner is
the Assistant Commissioner of T. Nagar and Mylapore Division and not the Tambaram Division. He also submits that if a representation were to be made to the T.Nagar and Mylapore Division, it would be considered and disposed of in accordance with law.

In view of the said submissions, "the Assistant Commissioner, Urban Land Ceiling and Urban Land Tax, T.Nagar and Mylapore Division, No.130, R.K.Mutt Road, Mylapore, Chennai-600 004", is suo motu impleaded as the second respondent in place of the "Assistant Commissioner, Urban Land Ceiling and Urban Land Tax, Tambaram Division, No.153, Karuneegar Street, Adambakkam, Chennai-600 088". The Registry shall carry out the amendment before issuing the order.
4. In view of the above submissions, this writ petition is disposed of on the following terms:
(i) The petitioner is permitted to submit a fresh representation, including by making a claim under the Innocent Buyers Scheme. Such fresh representation shall be submitted to the second respondent within two weeks from the date of receipt of a copy of this order. (ii) Within one month from the date of receipt of such fresh representation, the second respondent is directed to consider and dispose of the

There will be no order as to costs.
