Since the festival is to be performed on 09.01.2026, a mention was made in the chambers and with the consent of the learned Government Advocate (Criminal Side), the case was taken up for hearing in the chambers.
2.This Writ petition has been filed for the issue of a Writ of Mandamus directing the respondents to provide police protection to the petitioner to perform "URS" festival to be held from 09.01.2026 to 11.01.2026 in the burial place of Late Hazrat Faizee Shah Noori by considering the petitioner's representations dated 29.12.2025.
3. Learned counsel for the petitioner would submit that the petitioner has been continuously performing "URS" festival for several years and had been regularly applying for permission and he had all along approached this Court and only after obtaining orders, he had been granted permission by the respondents/police. Likewise, this year also, the respondents, without considering the representations, have directed the petitioner to approach this Court and obtain orders.

4.The learned Government Advocate (Criminal Side), on instructions, submitted that the representation made by the petitioner to the 3rd respondent will be considered by the 3rd respondent.
5. Taking into consideration the facts and circumstances of the case and the submissions made by the learned Government Advocate (Criminal Side), there shall be a direction to the 3rd respondent to act upon the representation dated 29.12.2025 made by the petitioner in accordance with law and while granting the police protection, it will be left open to the 3rd respondent to impose necessary conditions and the same shall be complied with by the petitioner.
