ORDER
The petitioner is running a water supply business in the name and style of "D.J. Water Supply" after obtaining the requisite licences. It is the case of the petitioner that, due to a misconception, a false complaint was lodged by his brother, with whom he has a civil dispute. Based on the said complaint, the District Collector, Kanchipuram, without conducting a proper enquiry, passed an order alleging that the petitioner was illegally extracting water through a borewell and sealed the petitioner's business premises on 14.11.2025 vide proceedings in COLKPM No. 419/2025/U3.
2. Challenging the same, the petitioner filed W.P. No. 50058 of 2025 before this Court. By order dated 02.01.2026, this Court allowed the writ petition and remitted the matter back to the District Collector, Kanchipuram, for fresh consideration.

The grievance of the petitioner is that, despite the order of this Court dated 02.01.2026, on 05.01.2026, respondents 3 to 7, namely the Tahsildar, Revenue Inspector, Village Administrative Officer, and two Assistants to the Village Administrative Officer, allegedly trespassed into the petitioner's
property and caused damage to the water connection and pipeline. The petitioner has also submitted that he is contemplating initiating contempt proceedings against the said respondents for violation of the order passed in W.P. No. 50058 of 2025. It is further submitted that the petitioner has sent a representation to respondents 1 and 2 complaining about the acts of respondents 3 to 7 in violating the orders of this Court and causing damage to his property. However, no action has been taken on the said representation.
4. Mr. Leonard Arul Joseph Selvam, learned Additional Public Prosecutor, takes notice for respondents 1 and 2 and submits that, in view of the order passed in W.P. No. 50058 of 2025, the earlier order of the District Collector has been set aside and the matter has been remitted for fresh consideration. It is further submitted that the petitioner's representation is yet to be considered, as the District Collector is presently holding additional charge.
5. In view of the allegations made against respondents 3 to 7, this Court directs the petitioner to take private notice to respondents 3 to 7. Further, respondents 1 and 2 are directed to instruct respondents 3 to 7 to strictly abide by the orders passed by this Court in W.P. No. 50058 of 2025 and not to

interfere with the petitioner's business activities, provided the petitioner is in possession of valid licences and permissions.
