The learned Special Government Pleader appearing for the respondents submitted that the petitioners did not possess requisite qualification. Therefore, they cannot be promoted to the post of Village Librarian. That apart, they are working continuously as part time worker. 3.

Therefore, both the writ petitions are devoid of merits and liable to be dismissed. Accordingly, both the writ petitions are dismissed. There shall be no order as to costs.
