Mr.B.Anandan, learned Government Advocate takes notice for the respondents. By consent of the parties, the main writ petition is taken up for final disposal.

2. The petitioner is aggrieved against the order of the 2nd respondent in refusing to issue patta in favour of the petitioner in respect of the subject matter land. Needless to say that the petitioner can file a statutory appeal before the concerned Revenue Divisional Officer and agitate the matter before the said authority. Without doing so, filing the present writ petition cannot be entertained.

Therefore, without expressing any view on the merits of the matter, this writ petition is disposed of by granting liberty to the petitioner to file an appeal before the concerned Revenue Divisional officer within a period of two weeks from the date of receipt of a copy of this order. If any such appeal is filed, the said official, namely, the concerned Revenue Divisional Officer shall consider the same and pass orders on merits and in accordance with law, after giving due opportunity of hearing to the petitioner, as expeditiously as possible. No costs.
