This writ petition has been filed for a direction to the respondent police to permit the petitioner to conduct the cultural programme during the Pongal season based on the representation made by the petitioner on 05.01.2021. 2.Heard Mr.R.Gopinath, learned counsel appearing on behalf of the petitioner and Mr.C.Raghavan, learned Government Advocate appearing on behalf of the respondents. 3.Under normal circumstances, this Court used to permit conducting of festival during the Pongal season subject to the https://hcservices.ecourts.gov.in/hcservices/

conditions imposed by the respondent police. However, we are still grappling with the Covid-19 virus and the State Government and the Police are facing practical difficulties in containing any congregation of people. Therefore, this Court cannot merely issue directions without taking into consideration the ground realities. It is left open to the respondent police to consider the representation made by the petitioner and no positive directions can be given by this Court.

4.In the result, this writ petition stands dismissed. No Costs.
