Petition filed under Article 226 of The Constitution of India, praying to issue a Writ of Certiorarified Mandamus calling for the records relating to the impugned order dated 26.03.2013 passed by the 2nd respondent vide his proceedings No.Na.Ka.No.33756/V2/E1/2013 and to quash the same and consequently directing the respondents to declare the results of the petitioner in Technical Teacher Course (Drawing).

ORDER
This writ petition challenges the order passed by the 2nd respondent by his proceedings No.Na.Ka.No.33756/V2/E1/2013 dated 26.03.2013 and for a consequential direction to the respondents to declare the results of the petitioner in Technical Teacher Course (Drawing).
2. The petitioner did not clear his Secondary School Leaving Certificate (SSLC) Examination. However, he got himself qualified in (i) Free Hand Outline and Model Drawing, (ii) Design (Pattern Design for Textiles Fabrics),
(3) Painting (Water Colour) and (iv) Modelling. He acquired all these technical qualifications through the courses conducted by Directorate of Government
Examination in the Art of Drawing. Subsequently, he did his Bachelor's of Art in History through open university mode from Alagappa University. He also took up Technical Teacher Course (Drawing), but, however, his results were not declared. According to him, having completed Technical Teacher Course (Drawing) from a recognized institution viz., Sri Venkateswara Higher Secondary School at Vellore, he is entitled to have his results declared.
3. Here, I have to point out that, in order to obtain a certificate, as per rules, he must have cleared SSLC Examinations. It is not in dispute that the petitioner has not cleared his SSLC Examinations during the relevant point of time.
4. The learned counsel for the petitioner would submit that subsequently the petitioner had taken SSLC Examinations and cleared the same.
5. On that basis, I cannot put the cart before the horse. The petitioner was not qualified on the date of taking up the Technical Teacher Course (Drawing). Therefore, the results of the petitioner were not declared rightly by the respondents. It is however open to the petitioner to do the course afresh and to
get the certificate, if he so desires. I do not find any merit in the writ petition and the same deserves only to be dismissed.
In the result, the writ petition is dismissed with the above observation. No cost.
