Respondents Prayer: Writ Petition is filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Mandamus, directing the respondents 2 to 4 to abide by the guidelines issued by the 1st respondent for safe conduct of the annual Bull Run without any deviation of the same while granting permission for the said event. O R D E R

(Order of the Court was delivered by V.M.VELUMANI, J.) The present Writ Petition is filed for a direction to the respondents 2 to 4 to follow the guidelines issued by the 1st respondent for safe conduct of the annual Bull Run event without any deviation while granting permission for the events.

2. Heard Mr.P.Sankaranarayanan, learned counsel appearing for the petitioner as well as Mr.A.Selvendran, learned Special Government Pleader appearing for the respondents and perused the entire materials on record.

3. According to the petitioner, Annual Bull Run is conducted by the Village Committee every year during Pongal festival in the public road viz., Rajaveedhi Village Road. The said road is very narrow and in view of the event conducted by the committee in Rajaveedhi without any barricades, the general public, farmers, school and college going students are affected. The petitioner has given representation dated 29.11.2021 to the respondents herein. The 1st respondent conducted enquiry on 07.12.2021 wherein the Village Committee and the petitioner participated. The 1st respondent by the letter dated 09.12.2021 directed the 3rd respondent to take suitable action in terms of representation of the petitioner dated 29.11.2021 and also marked a copy of the said letter to the petitioner and 4th respondent. Thereafter, the petitioner made another representation dated 22.12.2021 to the respondents 3 and 4 requesting them not to permit the Village Committee to conduct the event in the Rajaveedhi without any barricades. The respondents 3 and 4 have not 3/6

acted upon the letter of first respondent and hence, the petitioner has come out with the present writ petition.

4. The learned counsel appearing for the petitioner submitted that every year they are conducting Bull Run in the open place in Rajaveedhi Village Road, even in the last week nine persons got injured and prayed for allowing the Writ Petition.

Mr.A.Selvendran, learned Special Government Pleader appearing for the respondents submitted that the 1st respondent is granting permission for Bull Run only after taking into consideration the guidelines and norms issued by the Government. He further submitted that the petitioner's representation dated 22.12.2021 will be considered and orders will be passed in accordance with law.

Considering the submissions of the learned counsel appearing for the petitioner as well as learned Special Government Pleader appearing for the respondents, already permission is granted for Bull Run and the said event was conducted during the last week, the 1st respondent is directed to consider the representation of the petitioner dated 4/6

22.12.2021 by taking into consideration the guidelines issued by the Government in this regard and pass orders on merits and in accorance with law, after giving opportunity of hearing to the petitioner as well as Village Committee, within a period of eight weeks from the date of receipt of a copy of this order.

7. With the above direction, the Writ Petition is disposed of. No costs.
