2. It appears that the factual matrix has not been correctly stated in the present petition.
3. Learned counsel for the petitioner, on instructions, seeks leave to withdraw the present petition with liberty to file a fresh one with all the necessary documents and correct factual matrix.
4. The writ petition, as such, stands disposed of as withdrawn. The petitioner, if aggrieved and or his rights are affected, may file a fresh petition, as may be permissible under law. There shall be no order as to costs.
