Heard Mr.R.Veeramani learned counsel appearing for the petitioners and Mr.Yogesh Kannadasan, learned Special Government Pleader appearing for the respondents. 3.
The petitioners filed appeals as against the order passed by the second respondent dated 29.07.2021 before the first respondent by the statutory appeals dated 05.10.2021 and it is pending in (SR) No.37950 of 2021 and in (SR) No.37951 of 2021.

Considering the above, the first respondent is directed to issue notice to the petitioners and the counter parties if any and conduct enquiry after giving an opportunity of hearing to them and pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order.
