PETITION under Article 226 of The Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus to call for the records relating to the first respondent of his Letter (MS) No.60 dated 06.5.2009, quash the same in so far as it relates to the condition demanding environment impact assessment clearance from the Government of India as a condition in Cl(2) of the letter and forbear the second respondent to insist the certificate for release of approved plan.
