Writ petition filed under Article 226 of the Constitution of India for issuance of Writ of Mandamus to direct the 1st respondent to dispose of the petitioner's appeal petition dated 18.12.2017 for issuance of Panniandi Scheduled Caste Community Certificate to the petitioner's sons R.Prakash and R.Kalliappan within the time to be fixed by this Court.

O R D E R

(The Order of the Court was made by R.Subbiah,J.) This writ petition is filed to direct the 1st respondent to dispose of the petitioner's appeal dated 18.12.2017 for issuance of Scheduled Caste Community Certificate, Panniandi community to his sons, R.Prakash and R.Kalliappan.

2. The petitioner herein is the father of R.Prakash and R.Kalliappan, who have completed 12th Standard and 10th Standard respectively. To pursue their higher studies, the Educational authorities are insisting to submit their Community Certificate. The petitioner applied for issuance of Community Certificate through online on 22.11.2017 to the 2nd respondent but the same was rejected on 24.11.2017. Therefore, the petitioner preferred https://hcservices.ecourts.gov.in/hcservices/

an appeal dated 18.12.2017 to the 1st respondent. The grievance of the petitioner is that till date, no order has been passed in the said appeal and the same is pending before the 1st respondent. Hence, the petitioner has filed the present writ petition to direct the 1st respondent to dispose of the appeal.

3. Heard the learned counsel for the petitioner and the learned Government Advocate appearing for the respondents.

4. Considering the facts and circumstances of the case and the submissions made on either side, this Court directs the first respondent to consider the appeal filed by the petitioner dated 18.12.2017 and pass orders on the same on merits and in accordance with law on or before 31.05.2018. It is made clear that this Court is not expressing any view on the merits of the claim made by the petitioner and it is for the first respondent to consider and decide. The writ petition is disposed of accordingly. No costs.
