This Writ Petition has been filed seeking Writ of Mandamus to direct the respondents to appoint the petitioner in the post of Sub-Inspector of Police based on the order passed by the Hon'ble Apex Court in SLP.No.21828/2006 etc, in Civil Appeal No.7667/2014 etc, dated 07.08.2014 with all consequential service and monetary benefits.

It is the case of the petitioner that he had participated in the recruitment process for filling up the post of Sub-Inspector of Police pursuant to the recruitment notification issued by the second respondent. However, he was not selected in the said process, but, thereafter some other candidates who scored less marks had been appointed. Some of the unsuccessful candidates have initiated certain litigation therefor and accordingly, the applicants in the said litigation initiated before the Tamil Nadu Administrative Tribunal, this Court as well as the Hon'ble Apex Court were appointed as Sub-Inspector of Police. by taking advantage of the certain observations made by the Hon'ble Apex Court in its order dated 07.08.2014 in SLP.No.21828/2006 etc, in Civil Appeal No.7667/2014 etc, has filed the present Writ Petition seeking a direction to appoint him to the post of Sub-Inspector of Police.
3. As already noted above, the recruitment process in which the petitioner participated is of the year 1997-98. Whereas, the petitioner filed the present writ petition in the year 2021 i.e., after a lapse of 14 years and only after the order passed by the Hon'ble Apex Court. Therefore, on this ground alone, the Writ Petition is liable to be dismissed.

Be that as it may, the Hon'ble Apex Court in its order dated 07.08.2014 undoubtedly made some observations in not extending the benefit of various orders, passed at various stages to all the candidates who participated in the recruitment process. But the Hon'ble Apex Court finally confined the relief only to the named persons in the said order. Therefore, there is no question of extending the benefit of the order passed by the Hon'ble Apex Court, at this length of time.

5. This Court does not find any merits in the writ petition and accordingly, the Writ Petition stands dismissed on the ground of merits as well as on the ground of delay. There shall be no order as to costs. 20.06.2024 Speaking/Non-speaking order Index : Yes / No ham To
