This Writ Petition has been filed for the issuance of Writ of Mandamus, directing the respondents to put up fencing after leaving the bund road to an extent of 500 mts, for the purpose of ingress and egress in to the petitioner's agricultural lands in Survey Nos.34, 35, 36/1, 2, 3, 37/1, 42/2, 64, 66/1, 2, 67, 68 and 69/1, 2 in Udayaver Koil Village, Poonammallee Taluk, Tiruvallur District or in the alternate direct the respondents to lay down the approach road to the petitioner to reach his lands for the purpose of cultivation. 2.
Heard Mr.K.Raja, learned counsel appearing for the petitioner, Mr.V.Jeevagiridharan, learned Additional Government Pleader appearing for the respondents 1 and 2 and Mr.L.S.M.Hasan Fizal, learned Additional Government Pleader appearing for the third respondent.

Without expressing any opinion on the merits of the writ petition, the first respondent is directed to issue notice to the petitioner and counter parties if any and conduct enquiry, after giving an opportunity of hearing to them, pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order. 4.
