The prayer of the petitioner is for a mandamus directing the respondents to grant permanent approval for Pre-Sea Training/G.P.Rating Course for January 2019 batch in favour of petitioner's college based on the representations submitted by the petitioner dated 03.12.2018, 10.12.2018 and 04.01.2019.
3. This Writ Petition is infructuous as on date, since the academic year has long elapsed and I may well close this Writ Petition stating thus. However, in the counter filed by the respondents, they refer to various conditions that an institution engaged in maritime are expected to comply with, specifically, the requirement of a swimming pool with specified depth which the petitioner admittedly does not possess.
4. Before me, learned counsel for the petitioner would submit that there are certain avenues available as provided for under the Rules which the petitioner might enlist in its support, such as, a possible tie-up with other institutions with a pool, that might yet entitle it to the approval sought. In such an event, it is for the petitioner to approach the respondents with a fresh application that may be considered by the respondents strictly in accordance with all applicable rules and regulations.
