PRAYER: Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the 2nd Respondent to accept the Petitioner's tender application dated 05.01.2026 for tender invited vide Tender Notice No.18/2025-26/HDO/NH dated 03.12.2025 without the physical copies 1/4
of the "Work Site Inspection Certificate" and "Working Condition of Plants & Machineries Certificate", and further directing the 3rd respondent to immediately issue and transmit the said certificates to the 2nd respondent and direct the 2nd respondent to append the said certificates to the petitioner's tender application.
