Respondents PRAYER: Petition under Article 226 of the Constitution of India for issuance of a writ of Mandamus to direct the second respondent to dispose the representation dated 2.3.2018 pending on the file of the second respondent in accordance with law. ORDER

(Made by Ms.Indira Banerjee, Chief Justice) This writ petition, by way of public interest litigation, has been filed by a practising advocate to direct the second respondent to consider his representation dated 2.3.2018.

2. By the said representation dated 2.3.2018, the petitioner had requested initiation of steps to supply sufficient furniture to all Courts and to make provision for record rooms to keep the records safe and secure.

3. Considering the grievance expressed by the petitioner, this Court deems it appropriate to constitute a Committee comprising:

i. Hon'ble Mr. Justice M.Sathyanarayanan ii.Hon'ble Mr. Justice N.Kirubakaran iii.Hon'ble Mr. Justice T.S.Sivagnanam iv.Hon'ble Mrs. Justice Pushpa Sathyanarayana v. The Registrar General, High Court, Madras vi. The Registrar (IT cum Statistics), High Court, vii.The Registrar (Judicial), High Court, Madras. to look into the grievances in the representation of the petitioner addressed to the Registrar General of this Court and suggest remedial action at an early date, preferably within two weeks after the ensuing summer vacation.

4. The Committee may nominate representatives of the Madras Bar Association, Madras High Court Advocates Association, Women Lawyers Association and Law Association and seek their views. The Committee may also take suggestions from the petitioner.

5. The Committee may also suggest changes in the existing Rules for expedition of supply of certified copies, by making use of authenticated computer print outs, instead of having judgment copy, and the suggestions, if any, may be placed before the Rule Committee.
