Considering the averments made in the affidavit, this Court is satisfied that the petitioners are necessary parties in this writ petition. Even though, the learned Senior Counsel appearing on behalf of the petitioners wanted to file a counter affidavit in this writ petition, since this Court is not going into the various averments that are made on merits, this Court finds that the impleading petition can be allowed on the ground that the petitioners are necessary parties. It is always open to the petitioners to file a counter affidavit in the main writ petition.
If required, the petitioners in the main writ petition can file a rejoinder.
The interim order already granted by this Court is extended for a further period of four weeks (20.02.2020).
