ORDER

This writ petition has been filed by the petitioner praying to direct the respondents 1 to 3 to consider the petitioner's case for appointment to the post of 'Block Resource Coordinator' for Learning India (Karkum Baradham) Programme in Sendurai Panchayat Union and appoint him to the said post.

The brief facts of the case are that the petitioner served as Arivoli Library Project Organizer in Anandavadi Panchayat Union at Keezha Rayamburam Village, Ariyalur District from the year 1994 to 1996. Thereafter, the petitioner was appointed as 'Block Resource Coordinator' in Sendurai Panchayat Union on 01.07.2003. The Block Development Officer of Sendurai Panchayat Union issued a Certificate dated 26.11.2009 appreciating the services rendered by the petitioner in the Sendurai Panchayat Union from July 2003 to September 2009. 2/7

While so, the 1st respondent vide Newspaper Advertisement dated 21.12.2010, invited applications from eligible candidates to work as a Coordinator for Learning India (Karkum Baradham) Programme in Sendurai Panchayat Union for a period of two years i.e., from 2010 to 2012. In response to the said Advertisement, the petitioner submitted his application on 22.12.2010, along with his educational certificates as well as certificates stating his previous work experience as Arivoli Library Project Organizer in Anandavadi Panchayat Union at Keezha Rayamburam Village, Ariyalur District from the year 1994 to 1996 and as Block Resource Coordinator in Sendurai Panchayat Union from July 2003 to September 2009.

4. Thereafter, the petitioner was called for an interview by the 3rd respondent on 05.01.2011. During the interview, the petitioner had produced his Experience Certificates, Educational Qualification Certificates and Training Certificate. Though the petitioner possessed all the requisite qualifications for being selected to the post of Co-ordinator for Learning India (Karkum Baradham) Programme in Sendurai Panchayat Union, the petitioner was not selected to the said post. 3/7

Therefore, the petitioner sent an Application dated 22.12.2010 along with his Educational Certificates to the 1st respondent, requesting appointment to the post of Co-ordinator for Learning India (Karkum Baradham) Programme in Sendurai Panchayat Union. However, the same was not considered by the 1st respondent.

6. The petitioner came to know that the 1st respondent had engaged the 4th respondent as Co-ordinator for Learning India (Karkum Baradham) Programme in Sendurai Panchayat Union on temporary basis. Hence, left with no other alternative, the petitioner has knocked the doors of this Court with the present writ petition.

7. Heard the learned counsel for the petitioner as well as the learned Additional Government Pleader for the respondents 1 to 3 and perused the materials placed before this Court.

8. From a perusal of the materials, it is seen that the petitioner possesses all requisite qualifications with 7 years of previous experience as 'Block Resource Coordinator' for being selected to the post of Co-ordinator 4/7

for Learning India (Karkum Baradham) Programme in Sendurai Panchayat Union. However, the petitioner was not selected to the said post.

9. This writ petition was admitted on 29.04.2011 and thereafter, the same was taken up for hearing only on 19.10.2024, but, on which date, the case was adjourned at the request of the learned counsel for the petitioner.

10. The petitioner ought to have expedited the hearing of this case immediately after this writ petition was admitted on 29.04.2011. But, without doing so, the petitioner had allowed this writ petition to remain on the file of this Court for a period of more than 13 years.

11. The subject matter of this writ petition is that the petitioner is seeking appointment to the post Co-ordinator for Learning India (Karkum Baradham) Programme in Sendurai Panchayat Union. The said Learning India (Karkum Baradham) Programme is only for a period of two years i.e., from 2010 to 2012. Thus, due to efflux of time, the relief sought by the petitioner has become infructuous. Hence, this writ petition is liable to be dismissed as infructuous.

12. Accordingly, this Writ Petition is dismissed as infructuous. No costs. Consequently, connected miscellaneous petition is closed. 03.02.2025 mrr Index : Yes/No To 1.The District Collector, Ariyalur District, Ariyalur.
