Heard Mr.G.R.Balakumar, learned counsel for the petitioner for M/s.T.S.Gopalan & Co., and Mr.D.Suriyanarayanan, learned counsel for the respondent.

2.This writ petition has been filed challenging a notice issued by the respondent-Panchayat Union dated 09.04.2012, https://hcservices.ecourts.gov.in/hcservices/

calling upon the petitioner to obtain 'No Objection Certificate' for the purpose of commencing their industrial undertaking. 3.The petitioner's case is that they have made an application through the Single Window Scheme announced by the Government with a view to promote business activities. At the relevant point of time, it appears that the application under the Single Window Scheme was in the process of being considered and permission being granted. In the meantime, the respondentPanchayat Union has issued the impugned notice. 4.Considering the efflux of time, it may not be very necessary for this Court to adjudicate the correctness of the impugned proceedings because, if the petitioner has already established its unit, by now, they would have obtained all clearances from the appropriate authorities.

5.For the above reasons, this writ petition is allowed, the impugned order dated 09.04.2012, is set aside, leaving it open to the petitioner to produce the necessary licences before the appropriate authorities including the respondent, if already not produced. No costs. Consequently, connected miscellaneous petition is closed.
