2. Notice has been duly served on the respondents. Though the learned counsel appeared on behalf of the respondents, no counter affidavit has been filed.

3. Being satisfied with the reasons stated in the affidavit filed in support of this petition, the delay of 231 days is condoned and this petition is ordered accordingly.
