The petitioners filed these writ petitions to direct the respondent to consider their application for Community Certificate, pursuant to the order dated 23 September 2014 in the writ petition in W.P.No.30744 of 2013.

2. When these writ petitions came up for admission on 01 March 2017, we have passed an order to issue notice to the Revenue Divisional Officer, Mettur, as to why action for contempt shall not be taken for his wilful disobedience of the order dated 23 September 2014 in the writ petition in W.P.No.30744 of 2013.

3. When the writ petitions were taken up for hearing today, the Revenue Divisional Officer, Mettur, produced a copy of the order dated 14 March 2017 and submitted that the applications have already been rejected.

4. This Court passed the order way back on 23 September 2014 directing the Revenue Divisional Officer, Mettur to decide the community status of the petitioners. We do not appreciate the manner in which this matter was kept pending by the respondent. However, we refrain from making further observations, on account of the subsequent events relating to the disposal of the application by the Revenue Divisional Officer.

5. Since the Revenue Divisional Officer has already passed orders, nothing survives for factual adjudication in these writ petitions. We give liberty to the petitioners to challenge the order dated 14 March 2017, if they are still aggrieved. The writ petitions are disposed of with the above observation. No costs. The personal appearance of the Revenue Divisional Officer, Mettur is dispensed with.
