Writ Petition filed Under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the 1st and 2nd respondents to get prior permission either from District Collector or from Government for construct culvert by way of laying pipes under the Poonimangadu Road at Thayavedu Village, Tiruthani Taluk, Tiruvallur District for diverting the water from one side road to other side road for stagnate the water in the petitioners land.
