ORDER

W.M.P.No.3439 of 2024 is ordered in view of the urgency that is put forth by the petitioner and writ petition is listed today under a special list today.

2. The petitioner seeks a mandamus directing R2 / Registrar of Anna University to notify the conferment of the status of 'Autonomous College' in accordance with Regulation 4.2 of the University Grants Commission ( Conferment of Autonomous Status upon Colleges and Measures for Maintenance of Standards in Autonomous Colleges) Regulations, 2023 / ('Regulations').

3. Mr.Avinash, who appears for R2 would accede to the position that the conferment of autonomous status has been made on 13.11.2023. Regulation 4.2 of the Regulations require notification to be effected within 30 days from date of notification. Hence, it was incumbent upon R2 to have complied with the Regulations which are mandatory, and notify the conferment of status of autonomous, on or before 13.12.2023. This has not been done.

4. Hence and to avoid further delay, mandamus is issued to R2 to issue notification of the confirmation status of 'Autonomous College' for the petitioner institution within a period of four weeks from today, in accordance with law, all applicable regulations and the University statutes.
