2. Heard both sides and perused the records carefully.

3. Mr.N.Jayabalan learned counsel appearing for the proposed respondents has got no serious objection.

4. Considering the facts and circumstances of the case and the submissions made by the learned counsel on either side, this court is inclined to allow this petition.
