Respondents PRAYER: Writ Petition (Criminal) is filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus or direction in the nature of writ, to call for the records made in the impugned order Na.Ka.No.331/DSOB/CAMP/2025 dated 03.12.2025 passed by the second respondent and quash the same and consequently direct the second respondent to give permission and police protection to conducting the Rooster Fight/Cock Fight in the event of celebrating the Hon'ble Chief Minister of Tamil Nadu at Srimuthalammman Wedding Hall, situated on the Main Road, Kannarapettai, league matches on 20.02.2026, 21.02.2026 and 22.02.2026, Super 8 mathches on 28.03.2026, 29.03.2026, semi final on 03.05.2026 and the final match on 07.06.2026 between 7.00 a.m. and 5.00 p.m.

O R D E R
The present Writ Petition (Criminal) has been filed seeking to set aside the order passed by R2 in Na.Ka.No.331/DSOB/CAMP/2025 dated 03.12.2025 and to direct to the second respondent to give permission and police protection to conduct "Cock Fight" in the petitioner's village. Mr.S.Santhosh, learned Government Advocate (Criminal Side), takes notice on behalf of the respondents. In view of the consent expressed by the learned counsel on either side, this Writ Petition (Criminal) is taken up for final disposal at the admission stage itself.

When the matter was taken up for hearing, the learned Government Advocate (Criminal Side) appearing for the respondents submitted that in view of the directions issued by this Court in W.P.No.25985 to 25987 of 2025, vide order dated 13.08.2025, a Circular Memorandum has been issued by the Director General of Police, Head of 2/5
Police Force, Tamil Nadu, in Rc.No.3830-1/Crime 4(3)/2025, dated 28.08.2025, banning Cock Fight in the State of Tamil Nadu. 5.
The learned Government Advocate (Criminal Side) has also produced a copy of the order dated 09.10.2025 passed by this Court in W.P. (MD) No.27950 of 2025, wherein in a similar matter, the writ petition was dismissed observing as follows:- "A writ of mandamus can be issued only to enforce a legal right or a legal duty. The Petitioner has no legal right. On the other hand, the statute expressly prohibits an animal fight event organised by human beings."

In view of the above submission made by the learned Government Advocate (Criminal Side) and in the light of the order dated 09.10.2025 passed by this Court in W.P.(MD) No.27950 of 2025, the petitioner has no legal right to conduct Cock Fight which is banned in the State of Tamil Nadu.

Accordingly, this Writ Petition (Criminal) stands dismissed. No costs.
