O R D E R
The petitioner has filed the above Writ Petition to issue a Writ of mandamus, directing the respondent to provide permission for the peaceful celebration of the 'Perum Pongal' festival in "Shri Annammaar Swamy Thirukovil" in Panangadu in Dharapuram Town, based on the representation of the petitioner dated 02.08.2018.
2. Heard Mr.M.Purushothaman, learned counsel appearing for the petitioner and Mr.V.Prabhu, learned Government Advocate appearing for the respondent.
3. Mr.T.M.Hariharan, who intervened the petition and submitted that his client one N.Rangasamy, is also opposing for granting permission to the petitioner.

4. Admittedly, the petitioner has given his representation to the respondent for conducting festival during the period from 07.08.2018 to 09.08.2018, which period has expired now.
5. The learned counsel for the petitioner submitted that the petitioner may be directed to give a fresh representation to the respondent for conducting festival between 14.08.2018 and 16.08.2018 and in such circumstances, the respondent may be directed to consider and pass orders on the same.
6. Mr.V.Prabhu, learned Government Advocate appearing for the respondent submitted that if the petitioner gives a fresh representation to the respondent, the same will be considered on merits and in accordance with law, after giving notice to all the interested parties.

In view of the submissions made by the learned counsel on either side, it is open to the petitioner to give a fresh representation to the respondent for conducting festival between 14.08.2018 and 16.08.2018 and in such an event, the respondent is directed to consider the same and pass orders on merits and in accordance with law, after giving notice to all the necessary parties, including N.Rangasamy, who had opposed for granting permission to the petitioner. It is open to the Intervenor to make his submission and also submit all the documents in respect of the claim before the respondent.
8.With these observations, the Writ Petition is disposed of. No costs.
