After hearing learned counsel for the petitioner and learned counsel for the respondents, this writ petition is disposed of at the time of admission by dispensing with the requirement of filing a counter and notice on the private respondents.

Considering the fact that the relief that is being granted by this writ petition is merely to direct the respondents 1 to 3 to consider the petitioner's representation dated 20.08.2019 and 29.01.2019 and to pass appropriate orders within a period of six weeks from the date of receipt of copy of this order.
