ORDER
This Writ Petition has been filed to forbear the respondents 1 to 4 from transferring the patta for the properties morefully described in the prayer to this writ petition, in favour of the 5th respondent.
2. The petitioner claims that he is the owner of the properties morefully described in the prayer to this writ petition. According to him, a representation has been given by the 5th respondent seeking for transfer of patta in his name for the properties morefully described in the prayer to this writ petition. According to the petitioner, since he is the owner of the properties, the patta cannot be transferred in favour of the 5th respondent. The petitioner had given a representation to the respondents 1 to 4 to forbear them from transferring the patta or mutating the revenue records Page No.2 of 6
for the subject properties in favour of the 5th respondent. Since the said representation has not been considered till date, the petitioner has filed this writ petition.
3. Mr.S.Arumugam, learned Government Advocate, accepts notice on behalf of the respondents 1 to 4. Since no adverse order is being passed against the 5th respondent in this writ petition, notice to the 5th respondent is dispensed with by this Court.

This Court is of the considered view that the petitioner will have to raise all objections only before the official respondents with regard to the apprehension raised by the petitioner that the 5th respondent is attempting to transfer the patta for the properties morefully described in the prayer to this writ petition in his name. The petitioner has also stated in the affidavit filed in support of this writ petition that the 5th respondent has already submitted a representation to the official respondents seeking for transfer of patta in his name for the properties morefully described in the prayer to this writ petition. While that being so, the petitioner will have to necessarily raise all objections only before the official Page No.3 of 6
respondents and not before this Court. The competent authority to decide the application seeking for transfer of patta is the 4th respondent. Therefore, the petitioner will have to raise all objections as raised in this writ petition only before the 4th respondent. Instead of raising objections before the 4th respondent, the petitioner has directly approached this Court prematurely.
5. The learned counsel for the petitioner, on instructions, would submit that the petitioner is willing to raise all objections as raised in this writ petition before the 4th respondent, provided the 4th respondent considers the same on merits and in accordance with law.

Since the writ petition has been filed prematurely, this Writ Petition is disposed of, by directing the petitioner to submit his written objections before the 4th respondent (competent authority) with regard to the request made by the 5th respondent for transfer of patta in his name for the properties morefully described in the prayer to this writ petition, within a period of two (2) weeks from the date of receipt of a copy of this order. On receipt of the said written objections from the petitioner within Page No.4 of 6
the stipulated time, the 4th respondent shall consider the said objections along with the supporting documents and only thereafter, pass final orders, on merits and in accordance with law on the 5th respondent's application seeking for transfer of patta in his name, for the properties morefully described in the prayer to this writ petition, as expeditiously as possible.
