ORDER
The above writ petition has been filed for the following relief : " To issue a Writ of Mandamus directing the 2nd respondent to forthwith issue the Site Visit Certificate to the petitioner based on the petitioners representation dated 05.01.2026 or in the alternative directing the respondents to permit the petitioner to participate in the tender process relating to e-Tender Notice No.49 CE/DO/202526/dated 30.12.2025 without insisting on the Site Visit Certificate."
2. The petitioner-company is a partnership firm engaged in the business of undertaking Government contracts pertaining to civil works. The first respondent had issued e-tender notification on 30.12.2025, inviting bids for construction of Girls Hostel in Government College of Engineering at Erode, to accommodate 150 students, with an estimated cost of Rs.9,24,40,000/-. The last date for submission of e-tender notice was on 20.01.2026 and the date of bid opening was on 21.01.2026. According to the petitioner, no tender documents was uploaded in the website by the first respondent. __________Page 2 of 6

The petitioner would submit that one of the pre-condition of the tender is that the participating tenderer should personally inspect the working site and obtain a "Site Inspection Certificate" from the concerned Executive Engineer. The second respondent herein is the authority to issue the said Site Inspection Certificate. The petitioner who intends to participate in the tender had visited the project site on 05.01.2026 and had submitted all the requisite details before the second respondent on the same day, despite which, the Site Inspection Certificate has not been issued till date. Aggrieved by the same, the petitioner is before this Court.
4. Heard the learned counsel for the petitioner and Mr.V.Jeevagiridharan, learned Additional Public Prosecutor appearing for the respondents and this Court also perused the materials placed before it.
5. Today, when the matter is called, the learned Additional Government Pleader on instructions would submit that the Site Inspection Certificate would be issued to the petitioner shortly. In this regard, he has produced the communication of the Executive Engineer, Projects Division, Coimbatore-16, in Lr.No.DB/D O/ F.SVC/2026, dated 10.01.2026, addressed to the Office of the Government Pleader, Chennai, and the contents of the same is reproduced as under:

"The Tender called for Re-E-Tender Notice No.49 CE/DO/2025-26/ Dated : 30.12.2025 Construction of Girls Hostel with 150 students capacity in Government College of Engineering at Erode for Tender Value of Rs.924.40 Lakhs. Further the Tender documents are available through online and the last date of submission of Tender is 20.01.2026 at 3.00PM and the same will be opened on 21.01.2026 at 3.30PM.
For the above said work, this office received the requisition letter from M/s.TST and Co., 105, Keeranur, Malapuduvayal Road, Kulathur Taluk, Pudukkottai District â 622 502 for the site visit certificate on 09.01.2026 only.
In this regard, I assure that the Site Inspection Certificate will be issued before the stipulated time."
6. Recording the above, the writ petition stands disposed of. No costs.
