PRAYER: This Writ Petition has been filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, to direct the respondents to consider and dispose of either the 1/4
petitioner's representations dated 18.11.2019 or 04.01.2020 by granting permission to hold public meeting at V.O.C Park, Coimbatore after permitting to hold Rally in routes mentioned in the representation dated 04.01.2020 to secure the ends of justice.

This petition has been filed seeking to issue a Writ of Mandamus, to direct the respondents to consider and dispose of the petitioner's representations dated 18.11.2019 and 04.01.2020 by granting permission to hold public meeting at V.O.C Park, Coimbatore after permitting to hold Rally in routes mentioned in the representation dated 04.01.2020.
2.The learned counsel for the petitioner has submitted that the petitioner's organization resolved to conduct rally of Neela Shirt procession on 22.12.2019 at 03.00 p.m., on the eve of Dr.Ambedkar's Remembrance Day and decided to hold a public meeting at 05.00 p.m. at Sivananda Colony, Coimbatore. But the petitioner's representation dated 18.11.2019 to conduct the said procession and public meeting on 22.12.2019 is still under consideration of the respondents 3 and 4. He further submitted that the petitioner's organization again resolved to conduct rally on the eve of Dr.Ambedkar's Remembrance day on 09.02.2020 and decided to hold a conference on the subject of 'caste eradication' and the said conference would be held at V.O.C Park Maiden, at about 05.00 p.m. Prior to the said conference, there would be procession at 03.00 p.m. on 09.02.
2020 commencing from Pudhu Siddapudur, V.K.K Menon Road, in front of Jaya Bakery and the said procession would pass through Bala Sundaram Salai and reaches Avinasi Salai Junction from there it will reach to the venue. The said rally would be called Neela Shirt Rally. In the said Caste Eradication conference and procession several leaders of Political parties, Social Justice Leaders would participate. He further submitted that with regard to the said meeting and procession, the petitioner has submitted a representation on 04.01.2020. On the said represenation also, so far no orders passed and hence, he requests to direct the respondents to consider and dispose of the petitioner's representations dated 18.11.2019 and 04.01.2020 and permit the petitioner to hold the meeting and rally as sought for.

3.The learned Additional Public Prosecutor has submitted that now the first respondent has sent his report to the second respondent. The second respondent has forwarded the said report and also the petitioner's representations to the Deputy Commissioner of Police, Coimbatore and hence, he requests to direct the Deputy Commissioner of Police, Coimbatore City to consider the petitioner's representation and pass appropriate orders.
4.Considering the above said submission, the Deputy Commissioner of Police, Coimbatore City, Coimbatore District is directed to conduct an enquiry on the petitioner's representations dated 18.11.2019 and 04.01.2020, after giving an opportunity to the petitioner to put forth his case and dispose of the said representations and pass appropriate orders in accordance with law on or before 05.02.2020 and inform the result to the petitioner.
5.Accordingly, this Writ Petition is disposed of. No costs.
