PRAYER : Writ Petition filed Under Article 226 of the Constitution of India, to issue a writ of Certiorarified Mandamus, calling for the records on the file of the second respondent relating to the Na.Ka.No.244/A1/UPATHASA/2013 dated 06.04.2015 and quash the same and consequently, direct the respondents to permit the petitioner to supply drinking water at free of cost to the poor and needy people of Vellore Municipality .
