The petitioner seeks for a direction to register a case based on the petitioner's complaint dated 02.03.2015.

2. Heard the learned counsel for the petitioner and the learned Additional Public Prosecutor appearing for the respondent.

3. It is seen that the petitioner had lodged a complaint for the loss of his i-phone IMEI No.01353600868295 with the respondent police and the respondent issued CSR No.127 of 2015 on 2.3.2015. When the petitioner approached the Insurance Company for the loss of his phone, they have stated that the petitioner should obtain First Information Report from the concerned police. Police cannot be directed to register a First Information Report on every complaint given by a person, unless the same disclose the commission of cognizable offence.

4. In this case, police has issued a CSR and they have also issued a non-traceable certificate, which should be quite sufficient enough for the petitioner to work out his remedy with the National Insurance Company.
