This writ petition has been filed by the petitioner M.Gunasekaran, challenging the enquiry notice informing him to attend the enquiry pursuant to his own complaint given to take action against respondents 6 to 9.
2.The petitioner has been consistently making complaints against respondents 6 to 9 on the ground that they are demanding huge money by way of bribe to issue patta in respect of his own lands. In this background, the petitioner has made a representation to respondents 1 to 5 to take necessary departmental steps against respondents 6 to 9. As there was no response from respondents 1 to 5, the petitioner has come to this Court by way of filing W.P. No.5832 of 2016 to dispose of his representation for grant of patta. In the meanwhile, the fourth respondent has issued an enquiry notice dated 02.03.2016 informing the petitioner to take part in the enquiry, pursuant to his complaint dated 26.02.2016. 3.A perusal of the enquiry notice dated 02.03.2016, issued by the fourth respondent, shows that the enquiry has been fixed at 2.30 p.m. on 11.03.
2016. Instead of attending the enquiry, the petitioner has come to this Court. Since he has no cause of action to come to this Court, the Writ Petition fails and the same is dismissed with Rs.5,000/- costs, payable to the Tamil Nadu Mediation and Conciliation Centre, High Court, Chennai within a period of two weeks from the date of receipt of a copy of this order. Consequently, connected W.M.P. is also dismissed. I find no reason or basis to file this present writ petition, therefore, for having wasted the Court's time, the above cost is imposed.
