Respondent PRAYER : Writ Petition has been filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, to direct the respondent authority to give police protection and permission to conduct cultural programme in Irusalvattam Arulmigu Sree Menaponniyamman Temple Festival, Natrampalli Taluk, Vellore District, on 05.04.2017 by considering the petitioner's representation dated 18.03.2017.

O R D E R

The prayer made in the writ petition is to issue a writ of Mandamus directing the respondent to grant permission and provide protection to conduct cultural programme in the event of Irusalvattam Arulmigu Sree Menaponniyamman Temple Festival scheduled to be held on 05.04.2017 by considering the petitioner's representation dated 18.03.2017.

It is the grievance of the petitioner that he has submitted a representation dated 18.03.2017 to the respondent, seeking permission to conduct cultural programme in the event of Irusalvattam Arulmigu Sree Menaponniyamman Temple Festival at Natrampalli Taluk, Vellore District, scheduled to be held on 05.04.2017. However, till date, no order has been passed by the respondent. Hence, this petition.

3. Though the petitioner sought for permission to conduct "cultural programme", the learned counsel for the petitioner https://hcservices.ecourts.gov.in/hcservices/

restricted the same to the extent of conducting Orchestra, for which, the learned Government Advocate appearing for the respondent has raised no serious objection.

4. In view of the submission so made by the learned counsel for the petitioner, the respondent is directed to consider the representation of the petitioner dated 18.03.2017 and grant permission to the petitioner to conduct Orchestra in the event of Irusalvattam Arulmigu Sree Menaponniyamman Temple Festival at Natrampalli Taluk, Vellore District scheduled to be held on 05.04.2017, subject to usual conditions. It is made clear that this Court has not granted any direction to conduct "Adal Padal Nigazhchi / dance programme" in the name of "cultural programme".
