..Respondents Prayer: Writ petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus, calling for the records pertaining to the circulars issued by the second respondent in No.DGET-19(22)/2012-CD dated 06.08.2012 and NO.DGET-19(16)/2012-CD dated 27.11.2013 and the consequential orders of the fourth respondent in Na.Ka 3104/Ni8/2014 dated 01.04.2015 and quash the same and direct the respondents 1 to 4 to permit the petitioners to runt the institutes on the basis of the permanent afflation granted by the second respondent.
