5.The Principal Accountant General, (Accounts and Entitlements), No.361, Anna Salai, Chennai-600 018. ....Respondents PRAYER : Writ Petition filed under Article 226 of the Constitution of India praying for issuance of a Writ of Mandamus, to direct the respondent Nos.1 to 3 to immediately rectify the pay anomaly by revising the pay scales for the posts of Junior Training Officer, Assistant Training Officer, Training Officer and Principal working in Government Industrial Training Institutes as follows:
(a) The pay scale for the post of Junior Training Officer may be revised from Rs.35,400 - 1,12,400 to Rs.36,400 - 1,15,700 on par with B.T.Assistant working in the School Education Department, with retrospective effect from the date of implementation of the 7th Pay Commission, along with payment of arrears with interest; (b) The pay scale for the post of Assistant Training Officer may be revised from Rs.35,900-1,13,500 to Rs.36,900-1,16,600 on par with Junior Employment Officer and Office Superintendent/Manager (Training Wing) working in the Department of Employment and Training, with retrospective effect from the date of implementation of the 7th Pay Commission, along with payment of arrears with interest.
(c) The pay scale for the post of Training Officer may be revised from Rs.36,700-1,16,200 to Rs.56,100-1,77,500 on par with Technical Assistant working in the Industries and Commerce Department and Technical
Assistant/Foreman working in the Motor Workshop and Maintenance Department, with retrospective effect from the date of implementation of the 7th Pay Commission, along with payment of arrears with interest; (d) The pay scale for the post of Principal/Assistant Director may be revised from Rs.56,100-1,77,500 to Rs.
59,300-1,87,700 on par with Automobile Engineer working in the Motor Vehicle Maintenance Department, Assistant Executive Engineer working in the Agricultural Engineering Department and Assistant Executive Engineer working in Chennai Corporation, with retrospective effect from the date of implementation of the 7th Pay Commission, along with payment of arrears with interest; and consequently directing the respondents to issue appropriate orders for fixation of the petitioner's pay in the revised pay scales retrospectively from the dates when the petitioner held the respective posts, namely, Junior Training Officer, Assistant Training Officer, Training Officer and Principal, and to extend all consequential benefits including arrears of salary, allowances and terminal benefits to the petitioner.

This Writ Petition has been filed to direct the respondent Nos.1 to 3 to immediately rectify the pay anomaly by revising the pay scales for the posts
of Junior Training Officer, Assistant Training Officer, Training Officer and Principal working in Government Industrial Training Institutes and extend all consequential benefits including arrears of salary, allowances and terminal benefits to the petitioner within a time frame fixed by this Court.
2. The case of the petitioner is that the petitioner is working as Principal in Government Industrial Training Institute, Kollimalai, and he made a detailed representation on 03.12.2025 seeking rectification of pay anomaly and revision of pay scales for the posts of Junior Training Officer, Assistant Training Officer, Training Officer and Principal working in Government Industrial Training Institutes. Since the same was not considered, the present writ petition has been filed.
3. The learned counsel appearing for the petitioner would submit that it would suffice, if the fourth respondent is directed to dispose of the representation of the petitioner dated 03.12.2025 on merits and in accordance with law, within a specified period.
4. The learned Government Advocate appearing for the respondents 1 to 4 and the learned counsel appearing for the fifth respondent have no objection for such an order being passed by this Court.
5. Heard the learned counsel appearing for the petitioner and learned Government Advocate appearing for the respondents 1 to 4 and the learned counsel appearing for the fifth respondent.
6. In view of the limited request made by the learned counsel appearing for the petitioner, this Court, without going into the merits of the case, directs the fourth respondent to consider the representation of the petitioner dated 03.12.2025 and pass appropriate orders on merits and in accordance with law within a period of six weeks from the date of receipt of a copy of this order.
7. With the above direction, this Writ Petition is disposed of. There shall be no order as to costs.
