2. Heard the learned counsel for the petitioner and the learned 1/6
Government Advocate (Crl.Side) appearing for the first respondent.
3. This Court vide order dated 13.02.2024 directed the learned Sessions Judge, Mahila Court, Perambalur District, to complete the proceedings in Spl.S.C.No.53 of 2023 within a period of nine months from the date of receipt of a copy of the order.

However, the learned Sessions Judge, Mahila Court, Perambalur District, vide letter dated 12.03.2025 requested further six months time to comply with the directions of this Court dated 13.02.2024, by reasoning that due to non-production of prosecution witnesses by the Investigating Officer, inspite of receipt of reminder letters, they could not complete the trial and entire proceedings in Spl.S.C.No.53 of 2023.
5. A perusal of records, it could be seen that the case is pending at the stage of trial, and though the learned Special Judge has given several reminders for production of witnesses, the Investigating Officers did not produce any witnesses and co-operate for early disposal.
6. Hence, taking note of the request made by the learned Sessions Judge and also considering the stage of the case, three months time is 2/6
extended to comply with the order of this Court dated 13.02.2024. The learned Sessions Judge, Mahila Court, Perambalur, is directed to complete the proceedings in Spl.S.C.No.53 of 2023 and dispose of the case within a period of three months from today and file a report before this Court.
7. Before parting with, this Court is compelled to note that the aggrieved parties knock the doors of Courts in the belief that they will get speedy and effective justice. However, it is shocking to note that numerous cases remain pending before the Courts below at the stage of trial. It is to be noted that once the trial has commenced, the cases should be disposed of within a reasonable time. The Hon'ble Supreme Court and this Court have time and again given directions that the trial should be conducted on a day-to-day basis. However, in several cases, it is reported that, one way or another, the trial proceedings are kept in cold storage because of the non-production of the prosecution witnesses by the Investigating Officers. To eradicate the serious lapses in conducting the trial belatedly due to the non-cooperation of the Investigating Officers, all the trial Judges are hereby directed to take stringent action against the Investigating Officers who are not co-operating in the investigation by 3/6
producing the necessary prosecution witnesses without any valid reason. If the prosecution continues in the same manner, failing to produce the necessary prosecution witnesses despite sufficient opportunities and repeated adjournments, the learned Trial Judges may be compelled to go to the extent of issuing warrants against the Investigating Officers. The Registrar General, Madras High Court, is directed to issue suitable instructions in this regard.
